Chief Minister Manohar Lal Khattar has presented a budget of Rs 1,83,950 crore for the financial year 2023-24, which is 11.6 percent more than the revised estimate of Rs 1,64,808 crore. The Chief Minister also proposed to increase the fund for the Haryana Gau Raksha Seva Aayog from the existing Rs 40 crore to Rs 400 crore in the budget.
In the annual budget presented for the financial year 2023-24, the Manohar Lal Khattar government of Haryana proposed to increase the social pension and to give the benefit of Chirayu Ayushman Bharat Yojana under health insurance to people earning up to Rs 3 lakh annually.
Is. Haryana Chief Minister Manohar Lal Khattar presented the budget for the financial year 2023-24 in the assembly on Thursday. In the budget, proposals have been made to increase the social security pension from the existing Rs 2,500 per month to Rs 2,750 per month and to provide financial assistance to women entrepreneurs. No new tax has been imposed in the budget. CM Khattar also has the charge of the Finance Ministry.
400 crore to Haryana Cow Protection Service Commission

The Chief Minister also proposed to increase the fund for the Haryana Gau Raksha Seva Aayog from the existing Rs 40 crore to Rs 400 crore in the budget. He also announced to fill up at least 65,000 regular posts in Group C and D in 2023-24.
Health insurance on 3 lakh annual income
Along with this, the Haryana government proposed to provide health insurance Chirayu Ayushman Bharat Yojana to all families with an annual income of Rs 1.80 lakh to Rs 3 lakh as per the family identity card. Chief Minister Manohar Lal Khattar said that under this a family will get the facility of treatment up to Rs 5 lakh in an empaneled hospital. For this, a contribution of Rs 1,500 will have to be made every year.
No new tax in the budget
Presenting the fourth budget of his second term, Chief Minister Manohar Lal Khattar told the assembly here that there is no proposal to impose new tax in the budget. Khattar also proposed in the budget to set up a venture capital fund with the help of banks and financial institutions.
From this fund, financial assistance will be provided to women entrepreneurs or ‘startup’ entrepreneurs with annual income up to Rs 1.80 lakh or Scheduled Castes or Backward Classes. With this fund, youth will be helped to become entrepreneurs in projects whose cost is up to Rs 5 crore. A provision of Rs 200 crore has been made in this fund.
Rs 250 increase in social pension
On social security pension, Khattar said that at present, about 29.71 lakh elderly Samman Bhatta, widow pension and disabled pension beneficiaries are being given help of Rs 2,500 per month. Now this amount will be increased to Rs 2,750 per month from April 1, 2023. Financial assistance of Rs 2,500 per month will be given to a girl child taking admission in a government industrial training institute and having an annual income of up to Rs 3 lakh.
101 crores for the construction of SYL canal project.
On the issue of the Sutlej-Yamuna Link Canal, Khattar said his government was committed to the construction of the SYL canal project to take its share of water from the Ravi-Beas river system. An outlay of Rs 101 crore has been specially proposed for this. He said that if additional demand comes, the government will bring its proposal in the assembly.1000 rupees per ton of stubble purchase from farmers
The Chief Minister said that there has been a reduction of 48 percent in the case of stubble burning in Haryana and it has been appreciated at the national level. He said that a rate of Rs 1,000 per tonne has been fixed as an incentive for the purchase of stubble from farmers.
Also, a rate of Rs 1,500 per tonne will be notified for paddy straw procured in designated service areas to meet all expenses related to management. The Chief Minister also proposed to increase the fund for the Haryana Gau Raksha Seva Aayog from the existing Rs 40 crore to Rs 400 crore in the budget.
